I had the same problem. Copy the files tnsnames.ora and sqlnet.ora from $ORACLE_HOME/network/admin to $ORACLE_DEVELOPER_HOME/net80/admin

Then you will be able to connect to your database from Forms.

Just a side note to the above message. If it is still not working--go into Oracle NET* easy config and set up a new connection-make sure you know your Oracle Host Name (I found mine by going through the install and in the part for WebDB listener it lists it). This should fix it. If still have problems make sure your Oracle Home Selector is set to your database.
