Go to Oracle Technology Network, save the Form Builder Reference on your PC, open it before you start work on an Oracle Form, and you will find an answer to your 'what does it do question'. Your 'in which order' question is a bit more difficult. I can't remember the Oracle reference.

If you are working into an Oracle database you should not have to use the 'ON' triggers.
