Running Oracle 9i on AIX 4.3. We changed the IP address on the UNIX server which hosts the Oracle DB and now when we start the Oracle Listner it hangs for about 90 seconds before coming up. We to the best of our knowldge had removed all pointers to the old IP address from UNIX and Oracle, but if we give it the same IP address as before it connects in a second or two, move it back to a diffent IP it hangs. My DBA and UNIX admin can't figure this out. Mutiple reboots have taken place and we have tested from differnt network, if the IP is anything other then the orginal it hangs. Any ideas?

could you easily ping to the IP / ssh into new IP also?
did you try to use HOSTNAME instead of IP?
are all relevent entries made in DNS/ and in /etc/hosts etc?

Yes. Our UNIX admin put the box back and then moved it again. This time he was careful how he removed static routes and binded IP's. Meaning he brought up the IP first on the new network, then setup his static routes. Everything seems to work fine this time around. We have 2 more boxes to move so hopefully this was a fluke.
